A regular meeting of the City Council of International Falls, Minnesota, was held in the Council Chambers of the Municipal Building on the 6th day of February 2012 at the hour of 5:30 P.M.

MEMBERS PRESENT:      Councilors Eklund, McBride, Rognerud

MEMBERS ABSENT:    Councilor Jaksa and Mayor Mason

     Motion by Councilor Eklund to approve minutes of the regular city council meeting of March 19, 2012.  Motion seconded by Councilor Rognerud and carried unanimously.

     Motion by Councilor Rognerud to approve transfer of Lodging Tax in the amount of $403.61 to Fund 101.  Motion seconded by Councilor Eklund and carried unanimously.

Motion by Councilor Eklund to approve payment of the claims from various funds of the city including checks 45173-45286 in the amount of $175,228.91.  Motion seconded by Councilor Rognerud and carried unanimously.

        Checks 96825-96837 were issued under blanket authorization in the amount of $69,317.79.

     Derek Mason, Patrol Agent in Charge of the U. S. Border Patrol in International Falls addressed the council.  He invited council members to attend the Customs and Border Protection Citizens Academy beginning April 18 in International Falls.  He stated that this is an effort on the part of Customs and Border Protection and Border Patrol to jointly reach out and engage and educate area citizens on the activities of the two services.  He noted that this is the first academy held in International Falls but that these academies have been highly successful in other areas.

     Councilor Eklund stated that the contract for building official services needed to be modified in light of the city’s increased reliance on its own staff which is fully certified.  He noted the city has accomplished its goal of bringing this service in house but as-need services should still be available for when the need arises because of strong building activity in the future, to provide telephone consultancy for in house staff, and to cover for staff during vacations.  Motion by Councilor Eklund to approve contract for as-needed building official services with E-GADS, Inc.  Motion seconded by Councilor Rognerud and carried unanimously.

     Motion by Councilor Rognerud to approve purchase of 2004 two-person lift in the amount of $31,522.72 plus tax and freight from United Rentals.  Motion seconded by Councilor Eklund and carried unanimously.

     Motion by Councilor Rognerud to authorize City Attorney Shermoen to prepare paperwork for annexation by agreement with Koochiching County for the Wagner Ready Mix property at the landowner’s request.  Motion seconded by Councilor Eklund and carried unanimously.

     Councilor Rognerud noted that the city had been approached about extension of sewer and staff has prepared information for property owners about the project.  Motion by Councilor Rognerud to approve correspondence to property owners describing process should they wish the city to move forward with a sewer project for Papermakers.  Motion seconded by Councilor Eklund and carried unanimously.

     Motion by Councilor Eklund to adopt Resolution #07-12 approving temporary on-sale liquor license application of the International Falls Bass Championship at Smokey Bear Park on August 23-25, 2012.  Motion seconded by Councilor Rognerud and carried unanimously.

     Motion by Councilor Rognerud to approve cost of publication for Mayoral Proclamation proclaiming April 2012 Sexual Assault Awareness Month.  Motion seconded by Councilor Eklund and carried unanimously.

     Motion by Councilor Eklund to approve massage therapy license for Elizabeth White.  Motion seconded by Councilor Rognerud and carried unanimously.

     Motion by Councilor Rognerud to declare listed property surplus and subject to disposal.  Motion seconded by Councilor Eklund and carried unanimously.

     Motion by Councilor Eklund to approve letter of support for summer feeding program at Backus Community Center.  Motion seconded by Councilor Rognerud and carried unanimously.

     Motion by Councilor Rognerud to revoke municipal state aid system streets as listed in Resolution #19-11:
