A regular meeting of the City Council of International Falls, Minnesota was held in the Council Chambers of the Municipal Building on the 16th day of April 2012 at the hour of 5:30 P.M.

MEMBERS PRESENT:      Councilors Eklund, Jaksa, McBride, and Rognerud

MEMBERS ABSENT:      Mayor Mason

     Motion by Councilor Rognerud to approve minutes of the regular city council meeting of April 2, 2012.  Motion seconded by Councilor Eklund and carried unanimously.

     Motion by Councilor Rognerud to approve transfer from Water and Sewer fund 601 for administrative costs to General fund 101 in the amount of $8,436.00.  Motion seconded by Councilor Eklund and carried unanimously.  

     Motion by Councilor Eklund to approve transfer from Water and Sewer fund 601 for sewer permanent improvements to Permanent Improvement fund 401 in the amount of $20,414.50.  Motion seconded by Councilor Rognerud and carried unanimously.

     Motion by Councilor Eklund to approve transfer from Water and Sewer fund 601 for capital outlay projects to Reserve for Capital Outlay fund 403 in the amount of $14,613.66.  Motion seconded by Councilor Rognerud and carried unanimously.

Motion by Councilor Rognerud to approve payment of the claims from various funds of the city including checks 45287-45393 in the amount of $309,248.61. Motion seconded by Councilor Jaksa and carried unanimously.

Checks 96839-96855 were issued under blanket authorization in the amount of $70,674.24.

     Terry Mason and Jenn Windels of the Parent Involvement Committee addressed the council and requested approval of National Teachers Day 2012 proclamation.  Motion by Councilor Jaksa to approve publication of proclamation.  Motion seconded by Councilor Eklund and carried unanimously.

     Councilor Rognerud stated that the city received a request for information regarding expansion of sewer to Papermakers.  She stated that the city has sent out information to affected property owners and this hearing is to answer questions about the proposed project should property owners wish to proceed.  City Engineer Mike LaFrance and Director of Public Works Gary Skallman described the proposed sewer extension project and answered questions.  City Administrator Otterness stated that the city would report the results of the survey after the April 30 deadline for return of the surveys.

     Motion by Councilor Rognerud to approve publication of Drinking Water Week May 6-12, 2012 proclamation.  Motion seconded by Councilor Eklund and carried unanimously.

     Linda Chezick addressed the council and requested approval of Buddy Poppies proclamation.  Motion by Councilor Jaksa to approve publication of proclamation.  Motion seconded by Councilor Eklund and carried unanimously.

     Motion by Councilor Jaksa to approve 3.2 off-sale, cigarette, and gas pumps licenses for Miner’s Inc. dba Woodland Marketplace Foods.  Motion seconded by Councilor Rognerud and carried unanimously.

     Councilor McBride stated the city has received the U.S. DOT Order Selecting Carrier.  He noted that concerns regarding scheduling and airplane capacity were voiced by the city when meeting in Washington with Dennis DeVaney, Chief of the Essential Air Service Division but should be restated.  Motion by Councilor Rognerud to approve sending a letter restating the city’s concerns.  Motion seconded by Councilor Eklund and carried unanimously.

     Motion by Councilor Eklund to approve enrollment by council members in the city’s health insurance plan with the council member paying all premium costs.  Motion seconded by Councilor Rognerud and carried unanimously with Councilor Jaksa abstaining.

     Motion by Councilor Eklund to approve the International Falls Bass Championship application for exempt permit to conduct bingo and sell raffle tickets with drawing held August 25, 2012 at Smokey Bear Park.  Motion seconded by Councilor Jaksa and carried unanimously.

     Motion by Councilor Eklund to approve hiring summer employees as recommended by the Public Works Department.  Motion seconded by Councilor Jaksa and carried unanimously.

     Motion by Councilor Eklund to confirm appointment of Stacy Fougner to the Library Board of Trustees.  Motion seconded by Councilor Rognerud and carried unanimously.
