Public Notice April 19, 2016 City Council Special Meeting Minutes 2:00 P.M. A special meeting of the City Council of the City of International Falls, Minnesota, was held to meet in closed session in the Council Chambers of the Municipal Building on the 19th day of April, 2016 at the hour of 2:00 P.M. MEMBERS PRESENT: Councilors Jaksa, Kalar, and Mayor Bob Anderson. MEMBERS ABSENT: Councilors Briggs and Droba. OTHERS PRESENT: City Administrator Ken Anderson Mayor Anderson called the special meeting to order at 2:26 P.M. Joining in the meeting by phone, Attorney Susan Hansen introduced herself from the law firm of Madden Galanter Hansen, LLP. The delayed start to the meeting was due to local phone service connection problems at the law firm site. Discussion followed as to whether Councilor Droba could participate by phone since he could not attend due to an influenza diagnosis earlier in the day. Based upon the advice of legal counsel, he was not allowed to participate because the posted meeting notice did not disclose that he would be attending and participating remotely by phone. Mayor Anderson then announced at 2:27 P.M. that the City Council would proceed into a closed session for the purposes of an attorney-client privileged discussion pursuant to Minnesota Statute 13D.05, subd. 3(b) relating to threatened litigation (arbitration) involving a pending employment matter. Balancing the purposes of the attorney-client privilege against the purposes of the Open Meeting Law demonstrates the need for absolute confidentiality so the City Council can give the attorney direction regarding settlement proposals. Mayor Anderson adjourned the closed session at approximately 3:30 P.M. and reconvened the open session of the City Council special meeting.
