Public Notice January 19, 2017 Special City Council Minutes 8:00 P.M. A special meeting of the City Council of the City of International Falls, Minnesota was held in the Council Chambers of the Municipal Building on the 19th day of January, 2017 at the hour of 8:00 P.M. MEMBERS PRESENT: Councilors Briggs, Droba, Jaksa, and Mayor Anderson MEMBERS ABSENT: None. OTHERS PRESENT: Timothy Wegner, Joe Schwartz, Keysha M. Pearson, and Zack Pearson Mayor Anderson called the special meeting to order explaining the purpose of the meeting was to consider each of the four applicants for appointment as Councilor to the Center Ward vacancy. The vacancy was created by the election of Harley M. Droba to the At-Large Councilor position in the November 2016 local election and his resignation as Center Ward Councilor effective December 31, 2016. The Mayor noted it was a good process in which the advertisement for applicants had been published in The Journal, local radio ads were broadcast, notice was published at the Municipal Building bulletin board, and the web site included the notice for applicants. He stated the interviews were especially important with the applicants including Keysha M. Pearson, Pam Oveson, Timothy Wegner, and Joe Schwartz at the previous Committee-of-the-Whole meeting. Mayor Anderson opened up the discussion asking for the attributes the councilors thought important in the applicants. Councilor Briggs stated he liked the process and the interviews. He stated all were great candidates and each did well in the interviews, but unfortunately, only one candidate can be selected. Mayor Anderson acknowledged the attributes of each of the candidates and the fact that each were homeowners, taxpaying citizens, and were employed and active in the community. Councilor Droba remarked he was overwhelmed and happy with the candidates. He said three applicants stated we need more cohesiveness and diversity on the Council without a prompt from the Council. Councilor Jaksa concurred and was impressed with the quality of all the candidates and their commitment to the community. She looks to distinguishing qualities of each of the applicants and their years of commitment to serving the City, particularly that of Joe Schwartz. MOTION by Councilor Jaksa to nominate Joe Schwartz for appointment to fill the vacancy as Councilor for the Center Ward. Mayor Anderson called for a second to the motion three times and declared that the motion dies for lack of a second. Councilor Droba indicated he was looking to enhance the diversity on the Council. MOTION by Councilor Droba to nominate Keysha M. Pearson for appointment to fill the vacancy as Councilor for the Center Ward. Motion seconded by Councilor Briggs. In discussion, the Council recognized the gender balance and youth perspective that will benefit the Council. The League of Minnesota Cities has also recognized the importance of getting millennials involved in the community and local government. The Council commented that this appointment will hopefully spark more interest on the part of young people in the City and emphasized this appointment is not a slight to any of the other candidates. The motion carried on a 3 to 1 vote with Councilor Jaksa voting "nay." Mayor Anderson adjourned the meeting at 8:16 P.M. Robert W. Anderson, Mayor ATTEST: Kenneth R.
