Public Notice May 2, 2016 City Council Minutes 4:30 P.M. A regular meeting of the City Council of the City of International Falls, Minnesota, was held in the Council Chambers of the Municipal Building on the 2nd day of May, 2016 at the hour of 4:30 P.M. MEMBERS PRESENT: Councilors Briggs, Droba, Jaksa, Kalar, and Mayor Anderson. MEMBERS ABSENT: None. MOTION by Councilor Jaksa to approve the agenda with the following addition under New Business: #6 - Letter of Understanding between City of International Falls and International Union of Operating Engineers, Local 49 dated April 29, 2016 Motion seconded by Councilor Briggs and carried unanimously. MOTION by Councilor Jaksa to approve minutes of the regular City Council meeting of April 18, 2016. Motion seconded by Councilor Kalar and carried unanimously. MOTION by Councilor Jaksa to approve minutes of the special City Council meeting of April 19, 2016. Motion seconded by Councilor Kalar and carried unanimously. MOTION by Councilor Droba to adopt Resolution No. 28-16 approving payment of claims and accounts payable this 2nd day of May, 2016. Motion seconded by Councilor Briggs and carried unanimously. Candance Ritch informed the Mayor and Council that things are going great for the Veteran's Day Parade that is scheduled for Saturday, May 7, 2016 and they have received the permit for the parade. She requested permission from the City to close 3rd Street from 6th Avenue to 8th Avenue until 2:30 P.M. for safety issues. Mayor Anderson stated he would notify the MnDOT office to get approval. Councilor Droba complimented the efforts and stated that these are the events that better our community. Candance noted that everybody has come together and it's unbelievable the support that they have received from the City and County. MOTION by Councilor Kalar to approve closing 3rd Street from 6th Avenue to 8th Avenue from 10:00 A.M. to 2:30 P.M. Motion seconded by Councilor Droba and carried unanimously. MOTION by Councilor Briggs to adopt Resolution No. 29-16 approving application and permit for a 1 day to 4 day temporary on-sale liquor license for International Falls Bass Championship, August 25-27, 2016. Motion seconded by Councilor Droba and carried unanimously. MOTION by Councilor Kalar to adopt Resolution No. 30-16 approving the Voyageurs Ducks Unlimited application for exempt permit to sell raffle tickets with the drawing May 5, 2016 at the Bob Walls Union Hall. Motion seconded by Councilor Droba and carried unanimously. MOTION by Councilor Droba to approve year 2016 license renewal - Dollar Tree #3694, fireworks. Motion seconded by Councilor Briggs and carried unanimously. MOTION by Councilor Kalar to approve summer seasonal employment for Fire and Public Works department. Motion seconded by Councilor Droba and carried unanimously. MOTION by Councilor Briggs to approve City Beach Camp Hosts for 2016. Motion seconded by Councilor Kalar and carried unanimously. MOTION by Councilor Jaksa to approve the Letter of Understanding between City of International Falls and International Union of Operating Engineers, Local 49 dated April 29, 2016. Motion seconded by Councilor Briggs and carried unanimously. Police Chief Musich gave a brief report for April 2016. Fire Chief Mannausau gave a brief report for April 2016 and also stated that they raised $4,800 at the pancake feed that took place last Saturday. Mayor Anderson noted that the Police Civil Service Commission will be conducting their examinations for Chief of Police. Councilor Jaksa stated that KCC-TV had their first annual meeting last week and included is the KCC-TV Annual Report. Mayor Anderson also pointed out the handout from Midco showing the upcoming rate increases. Councilor Droba informed the Council that he has a trailer for the float on Saturday and has a vast majority of the infrastructure completed. Mayor Anderson offered to drive the float, and they decided that the Mayor and Councilors meet at the City Hall parking lot at 1:00 P.M. on Thursday, May 5th to paint and finalize the float. Mayor Anderson handed out a Mayor's report dated May 2, 2016 and stated that the City Beach Committee met to discuss Camp Hosts and the summer schedule which was included in the packet. Mayor Anderson reminded everyone that the next regular meeting is scheduled for Monday, May 16, 2016 at 4:30 P.M. and adjourned the meeting at 5:02 P.M. ATTEST: Robert W. Anderson, Mayor Kenneth R.
