Public Notice May 16, 2016 City Council Minutes 4:30 P.M. A regular meeting of the City Council of the City of International Falls, Minnesota was held in the Council Chambers of the Municipal Building on the 16th day of May at the hour of 4:30 P.M. MEMBERS PRESENT: Councilors Briggs, Droba, Jaksa, Kalar and Mayor Anderson MEMBERS ABSENT: None. MOTION by Councilor Briggs to approve the agenda with the following additions: #7 under New Business: Kootasca Community Action, Inc. - Energy/Fuel Assistance program receives more grant money and is accepting applications from low-income households through June 30, 2016 #8 under New Business: Approve appointment of part-time, temporary worker Emma Rud to the full-time Office Clerk position effective May 23, 2016, subject to the terms of the Local #49 labor agreement Correspondence: May 5, 2016 Residential and Commercial Building Advisory Committee draft meeting minutes Correspondence: May 10, 2016 Koochiching County Board of Commissioners meeting minutes Motion seconded by Councilor Kalar and carried unanimously. MOTION by Councilor Jaksa to approve minutes of the regular City Council meeting of May 2, 2016. Motion seconded by Councilor Droba and carried unanimously. MOTION by Councilor Briggs to adopt Resolution No. 31-16 approving transfers, payment of claims and accounts payable for the second monthly City Council meeting. Motion seconded by Councilor Jaksa and carried unanimously. Dan McCarthy, International Falls resident, requested from the Council a list of names that are currently on the IFEDA and Advisory Board, and also a list of any positions that are vacant. He said he would pick up the list in a couple days to allow time to gather the information. MOTION by Councilor Briggs to pass the First reading of Ordinance No. 15, Fifth Series, to amend the Code of Ordinances, Section 5.3, Limitation on Ownership, to allow the issuance of on sale liquor license(s) to the same person(s) for multiple sites in the City of International Falls as recommended by the Legislation and Land Use Committee. Motion seconded by Councilor Droba and carried unanimously. The second reading is scheduled for June 6, 2016 at the regular City Council meeting. MOTION by Councilor Jaksa to adopt Resolution No. 32-16 Approving application for a 1 to 4 day Temporary On-sale Liquor License for the Rotary Club of International Falls at Smokey Bear Park on July 3-4, 2016. Motion seconded by Councilor Kalar and carried unanimously. MOTION by Councilor Briggs to approve use of Smokey Bear Park for Evangelical Covenant Church to have a worship service and picnic on Sunday, August 21, 2016. Motion seconded by Councilor Droba and carried unanimously. MOTION by Councilor Kalar to approve the plan and City assistance to beautify the City as outlined by the Residential and Commercial Building Advisory Committee (ReCBAC). The plan includes conducting four neighborhood clean-up days on the fourth Saturday of the month during the months of June- September. Motion seconded by Councilor Droba and carried unanimously. The City Council discussed four options to address personnel and Board Member issues at the District. The City Attorney recommended a combination of options 2 and 3 in which the NKASD Board would provide input to the City Council before it would meet in a closed session to consider the allegations and appropriate actions, if any. Mayor Anderson commented that the allegation has been made by a NKASD employee and not a City employee; therefore, it should be heard by the NKASD Board before the City Council may consider the allegation. The City Attorney explained it is appropriate to hear in a closed session, but any action taken must be done at an open meeting. MOTION by Councilor Jaksa to refer issues to be considered by the City Council in a closed session at a separate meeting scheduled for May 31, 2016 at 1:00 P.M. in the Council Chambers and invite the NKASD board members to attend and participate in discussion. Motion seconded by Councilor Briggs. Motion carried 4-1 with Councilors Briggs, Kalar, Droba, and Jaksa voting "yea" and Mayor Anderson voting "nay." MOTION by Councilor Kalar to approve 1) the Separation Agreement between the City of International Falls, Woodworkers Lodge W-33, IAMAW, AFL-CIO, and Clayton Bahr, 2) declare a vacancy for a Firefighter Engineer position in the International Falls Fire Department, and 3) authorize starting the process to fill the vacancy effective May 26, 2016. Motion seconded by Councilor Jaksa and carried unanimously. City Administrator Anderson asked the Council members if anyone would be attending the KOOTASCA Community Action, Inc. annual spring luncheon about "Agency Contribution to Community" scheduled at Noon on Thursday, May 26, 2016. Councilor Jaksa stated she would like to attend. City Administrator Anderson shared that Kootasca Community Action, Inc. - Energy/Fuel Assistance program received more grant money and is accepting applications from low-income households through June 30, 2016 for up to $1,000 for emergency energy assistance. Mayor Anderson asked for this information to be put on the May 20, 2016 water bills to inform citizens in the community. MOTION by Councilor Kalar to approve appointment of part-time, temporary worker Emma Rud to the full-time Office Clerk position effective May 23, 2016, subject to the wage (90%) and benefit terms of the Local #49 labor agreement and a satisfactory background check. Motion seconded by Councilor Briggs and carried unanimously. City Administrator shared that he will begin advertising for the Finance Officer position this week due to the pending retirement of the Accountant. City Attorney Shermoen stated that he has been working on NKASD issues. He said appointments have been made to the Donahue Property Committee that will be meeting on June 15, 2016 at 5:00 P.M. in the Council Chambers. Councilor Droba thanked Mayor Anderson and the Council members for their participation in preparing the float for the Veteran's Day Parade. He also noted that he will be attending the LMC Conference the second week of June, that he has been involved in the KEDA Junior Achievement program, and that there will be a Public Works Committee meeting on Monday, May 23, 2016 at 1:00 P.M.
