Public Notice MINUTE SUMMARY REGULAR MEETING OF THE KOOCHICHING COUNTY BOARD OF COMMISSIONERS Held on Tuesday, November 13, 2018; 9:30 a.m. MEMBERS PRESENT: Commissioners Pavleck, Norby, Skoe, McBride, Adee MEMBERS ABSENT: None 000 The County Board approved the agenda for the November 13, 2018 meeting, approved the minutes from the October 23, 2018 regular meeting, authorized the Board Chair's signature to the October vendor payment listing, approved payment of Courthouse claims in the amount of $80,329.80 and approved payment of Highway claims in the amount of $114,148.82. Motions carried unanimously. 2018/11-03 Motion by Adee, seconded by Norby to approve the revised tentative November board meeting schedule. Motion carried unanimously. 2018/11-05 Motion by Norby seconded by Skoe to approve the void of warrant #21839 in the amount of $435.30. Motion carried unanimously. 2018/11-06 Motion by Adee, seconded by McBride to adopt a resolution accepting donations for MN Assistance Council for Veterans (MACV) and Veteran's Transportation. Motion carried unanimously. 2018/11-07 Motion by McBride, seconded by Skoe to authorize the Administration Office to request official newspaper bids for the County's 2019 publications as required under Minnesota Statute 375.12. Motion carried unanimously. 2018/11-08 Motion by Skoe, seconded by Adee to approve the Board Chair's signature to a letter requesting Veteran Transportation donations from the VFW 2948. Motion carried unanimously. 2018/11-09 Motion by Norby, seconded by McBride to approve the following 2019 Liquor and Tobacco Licenses: Malcolm and Becky McAuley DBA Woodland Inn On/Off/Sunday Intoxicating Liquor; Almost Lindy's Inc. DBA Almost Lindy's - On/Sunday Intoxicating Liquor; Joel and Stephanie Morrison DBA The Junction On/Off/Sunday Intoxicating Liquor; T-Bird Lodge, Inc. Motion carried unanimously. 2018/11-10 Motion by McBride, seconded by Adee to adopt a resolution for the Falls International Airport grant agreement for Phase I and Phase II of the pavement reconstruction project. Motion carried unanimously. 2018/11-11 Motion by Adee, seconded by McBride to provide a 2.5% COLA increase to the County Board's 2019 Salary for an annual salary of $15,064 and to set the Daily Per Diem Rate at $125 (no change from 2018). Motion carried unanimously. 2018/11-12 Motion by Adee, seconded by Skoe to establish the elected Attorney, Sheriff, Auditor/Treasurer and Recorder positions minimum salary range for the term of office starting January 1, 2019 per MN Statute: beginning salary of 90% and increment 5% in six months with 100% salary in one year. Salary range includes the combination of any elected positions as authorized in MN Statute and approved by the County Board. Said minimum salary range will be utilized when vacancies occur in the elected office and an appointment is made by the Board. Those elected to the office will receive 100% of the salary set for the position. Motion carried unanimously. 2018/11-13 Motion by McBride, seconded by Skoe to approve the Agreement between the University of Minnesota and Koochiching County. Motion carried unanimously. 2018/11-14 Motion by McBride, seconded by Skoe to authorize Northland Counseling Center Inc. to submit a proposal to the Minnesota Department of Human Services for state bonding funds to design, construct or rehabilitate, furnish and equip facilities for regional behavioral health crisis centers as a partner of the County and further to authorize the County to be the fiscal agent for the bonding funds upon a successful award of the proposal. Voting yes: Norby, Skoe, McBride, Adee. Abstaining: Pavleck. Motion carried. 2018/11-15 Motion by McBride, seconded by Skoe to reappoint Commissioner Adee to the Arrowhead Regional Development Commission for a three year term beginning January 2019 and expiring January 2022 as the representative for Koochiching County Townships and further to reappoint Commissioner Pavleck to the Arrowhead Regional Development Commission's Board of Directors for a two year term beginning January 2019 and expiring January 2021. Motion carried unanimously. 2018/11-16 Motion by Skoe, seconded by Norby to approve the 2018 Emergency Management Performance Grant in the amount of $16,345 with a 50% county match. Motion carried unanimously. 2018/11-17 Motion by Norby, seconded by Skoe to approve the Canister Attendant Contracts for the Big Falls, Birchdale, Littlefork, Loman, Mizpah, Ray and Silverdale canister sites based on low quote. Motion carried unanimously. 2018/11-18 Motion by McBride, seconded by Adee to approve the Canister Site Hauling Contract with Jim's Disposal Service for Big Falls, Birchdale, Littlefork, Loman and Ray, with Friend's Garbage Service LLC for Mizpah, and with Udovich Garbage Service for Silverdale based on low quote. Motion carried unanimously. 2018/11-19 Motion by McBride, seconded by Norby to approve a two year contract for the operation of the Big Falls Demolition Landfill and Transfer Site with Norm Achin effective December 1, 2018 and expiring November 30, 2020. Motion carried unanimously. 2018/11-20 Motion by Adee, seconded by Norby to approve the renewal of a two year contract beginning December 1, 2018 and ending November 30, 2020 with Friends Garbage Service for the removal of demolition material from the Mizpah Canister Site with no cost increase. Motion carried unanimously. 2018/11-21 Motion by McBride, seconded by Norby to approve Island View Sewer Project payment #9, to Wagner Construction in the amount of $436,161.61 which includes a 5% retainage for Contract A. Motion carried unanimously. 2018/11-22 Motion by McBride, seconded by Adee to approve Island View Sewer Project payment #1, to Septic Check in the amount of $28,547.50 which includes a 5% retainage for Contract C. Motion carried unanimously. 2018/11-23 Motion by McBride, seconded by Norby to adopt a resolution for establishment of County State Aid Highway No.103. Motion carried unanimously. 2018/11-24 Motion by Norby, seconded by McBride Skoe to a resolution for revocation of County State Aid Highways. Motion carried unanimously. 000 Board Chair called for public comment and there was none.
