Public Notice MINUTE SUMMARY REGULAR MEETING OF THE KOOCHICHING COUNTY BOARD OF COMMISSIONERS Held on Tuesday, March 27, 2018; 9:30 a.m. MEMBERS PRESENT: Commissioners Pavleck, Norby, Skoe, Adee MEMBERS ABSENT: Commissioner McBride, 000 The County Board approved the agenda for the March 27, 2018 meeting, approved the minutes from the March 20, 2018 regular meeting and approved payment of the Health and Services claims as presented. Motion carried unanimously. 2018/03-29 Motion by Adee, seconded by Norby to approve board motion 2018/02-39 for the February 20, 2018 minutes as presented. Motion carried unanimously. 2018/02-39 Motion by McBride, seconded by Adee to adopt a resolution awarding damages to Rodney Clarence Rud and Teresa Ann Rud in the amount of $1,500: Voting yes: Pavleck, Norby, McBride, Adee. Voting no: Skoe. Motion carried. 2018/03-31 Motion by Adee, seconded by Skoe to approve the Koochiching County Housing Collaborative to be added to the 2018 Committee listing with members to include Commissioners Adee and McBride, Veteran Service Officer Candance Ritch and Commissioner Norby as an alternate. Motion carried unanimously. 2018/03-32 Motion by Adee, seconded by Skoe to approve the Koochiching County Electronic Transaction Policy. Motion carried unanimously. 2018/03-33 Motion by Norby, seconded by Skoe authorizing the County Car Pool Committee to purchase a 2018 AWD Equinox LS from Waschke Motors in the amount of $21,963 plus tax and license as determined to be the low quote after consideration of service and delivery costs, and further to approve the trade in of vehicle #26 to offset the purchase price in the amount of $1,000 with funds coming from the Car Pool Committee fund reserves. Motion carried unanimously. 2018/03-34 Motion by Adee, seconded by Norby to accept low quote from Wherley Motors Inc. of $33,490 after trade in of two 2014 Dodge Ram Pickups as planned in the 2018 budget. Motion carried unanimously. 2018/03-35 Motion by Adee, seconded by Skoe to accept the employment separation of GIS specialist Quinn McCarthy effective March 16, 2018. Motion carried unanimously. 2018/03-36 Motion by Adee, seconded by Norby to authorize the Information System Manager signature to a Consulting Master Service Agreement with North Point Geographic Solutions not to exceed $42,000 and further authorizing Administration to make a line item adjustment in the 2018 Information Systems budget. Motion carried unanimously. 2018/03-37 Motion by Adee, seconded by Skoe to authorize the Veteran's Service Officer (VSO) to promote the part-time VSO Office Assistant Carissa MacLean to part-time Assistant Veteran's Service Officer as a transfer under the County Hiring Policy effective March 27, 2018. Motion carried unanimously. 2018/03-38 Motion by Norby, seconded by Adee to authorize the VSO to fill vacant part-time VSO Office Assistant position as recommended by the VSO. Motion carried unanimously. 2018/03-39 Motion by Norby, seconded by Skoe to accept the following Day Care Licensing recommendations: relicense Hallie Swenson and Barbra Ferguson for group family day care for fourteen children and close the home of Toni Korpi at provider's request. Motion carried unanimously. 000 Public Health and Human Services Director and Fiscal Supervisor were congratulated by the County Board for the perfect performance in meeting the Department of Human Services financial reporting requirements for the calendar year 2017. This accomplishment requires planning, an efficient operation and teamwork within the Public Health and Human Services Department, resulting in timely revenue for the County and compliance with federal reporting. Board members and the Public Health and Human Services Director thanked the Fiscal Supervisor for her exceptional service to the County. 2018/03-40 Motion by Skoe, seconded by Norby to authorize a staff military leave of absence from April 12, 2018 through June 11, 2018 as recommended by the County Engineer. Motion carried unanimously. 2018/03-41 Motion by Norby, seconded by Adee to approve a five-year contract with Western Lake Superior Sanitary District for the Household Hazardous Waste and Clean Shop Program. Motion carried unanimously. 2018/03-42 Motion by Adee, seconded by Norby to approve the publication of the 2016 County Financial Statement in summary form. Motion carried unanimously. 2018/03-43 Motion by Adee, seconded by Skoe to authorize a meeting with Minnesota Historical Representative Andrea Kajer of the Minnesota Historical Society between the dates of March 29th and March 30th as a board activity. Motion carried unanimously.
