Public Notice MINUTE SUMMARY REGULAR MEETING OF THE KOOCHICHING COUNTY BOARD OF COMMISSIONERS Held on Tuesday, September 10, 2019 9:45 a.m. MEMBERS PRESENT: Commissioners Sjoblom, Skoe, Pavleck, McBride, Adee MEMBERS ABSENT: None 000 The County Board approved the agenda for the September 10, 2019 meeting, approved the minutes from the August 27, 2019 regular meeting; approved the August summarized vendor payment listing; approve Courthouse claims in the amount of $34,425.01; approved Highway claims in the amount of $33,160.77; approved August payroll payments and payroll ACH payments in the amount of $1,547,955.39 and approved the void of warrant #25246 in the amount of $661.21. Motion carried unanimously. Notice of hire Shana Wright as Temporary Transport Driver per the County Temporary Hire Policy. Notice of the employment status of Malachi Mayfield from part time to full time E-911/ Correction Officer effective September 4, 2019. Notice of hire of Willi Kostiuk as part time Deputy Sheriff with a start date of August 26, 2019. Notice of hire of Logan Hulst as part time Deputy Sheriff with a start date of September 6, 2019. 2019/09-06 Motion by Adee, seconded by Sjoblom to approve the employment separation of Jill Elsberry as part-time Deputy Sheriff and E-911/Correction Officer effective September 3, 2019. Motion carried unanimously. 2019/09-07 Motion by Adee, seconded by Sjoblom approve the employment separation of Michael Bounds as E-911/Correctional Officer effective September 4, 2019. Motion carried unanimously. 2019/09-08 Motion by Pavleck, seconded by Adee to approve the 2020 tax levies for the following approved subordinate service taxing districts and to pay the respective amounts under the service agreements: Littlefork Ambulance Service District levy of $69,168 increase of $6,840; Northome First Responders Service District levy of $7,352; Rainy River First Responders Service District levy of $11,900 increase of $1,000; Littlefork Medical Center Taxing District levy of $100,000; and to approve the 2020 tax levies for the following fire protection service taxing districts and to pay the respective amounts under the service agreements: Fire District 1 (Northome) levy of $15,965 increase of $465; Fire District 2 (Littlefork) levy of $79,330, Fire District 2 (Loman) levy of $17,500, Fire District 3 (Birchdale) levy of $9,900, Fire District 4 (Williams) levy of $3,500, and Fire District 5 (Big Falls) levy of $12,600 - decrease of $1,550. Motion carried unanimously. 2019/09-09 Motion by Sjoblom, seconded by Pavleck to approve a revised repayment date for the Koochiching Economic Development Authority Cold Cell loan from September 2019 to December 2019. Motion carried unanimously. 2019/09-10 Motion by Pavleck, seconded by Skoe to approve a loan to the Rural Fire Protection Association (RFPA) for 50% of the purchase price for a Fire Boat up to an amount of $90,000 at a 3% annual interest rate, payable over five years in annual installments subject to receipt of final purchase details from the RFPA. Motion carried unanimously. 2019/09-11 Motion by Sjoblom, seconded by Skoe to approve Board Chair's signature to the National Insurance Services Consulting Agreement. Motion carried unanimously. 2019/09-12 Motion by Skoe, seconded by Adee to approve attendance at the North Star Electric Cooperative's 79th Annual meeting on Friday, October 4, 2019 at the Littlefork/Big/Falls School at 5:00 p.m.as a Board Activity. Motion carried unanimously. 2019/09-13 Motion by Skoe, seconded by Adee to approve the Board Chair's signature to a letter of support for the Paul Bunyan Communications 2019 Broadband grant application. Motion carried unanimously. 2019/09-14 Motion by Skoe, seconded by Sjoblom to commit $26,000 for the Paul Bunyan 2019 Broadband grant application, payable in year 2021 contingent upon the grant award. Motion carried unanimously. 2019/09-15 Motion by Pavleck, seconded by Adee to approve and authorize the Board Chair's signature to State of Minnesota Department of Natural Resources and Koochiching County Sheriff's Office Fiscal Year 2018 Stonegarden Income Contract. Motion carried unanimously. 2019/09-16 Motion by Adee, seconded by Sjoblom to approve the Information Systems Manager position description revision and establishing the position as a Department Director. Motion carried unanimously. 2019/09-17 Motion by Pavleck, seconded by Adee to accept the low bid for the budgeted purchase of two 2020 Ski-Doo Tundra 550F LT snowmobiles from Ray's Sport & Cycle of Grand Rapids to include trade-in of 2010 Ski-Doo Tundra 550F LT (unit #83) and 2010 Ski-Doo Tundra Sport (unit #85) in the amount of $15,852 with a $3,600 trade in allowance for a net amount of $12,252. Motion carried unanimously. 2019/09-18 Motion by Pavleck, seconded by Skoe to approve the termination of Jack Fry for the Ray Waste Canister Attendant Contract per his request and approve replacing the remaining term of the contract with Brandon Vaughn from September 1, 2019 through November 30, 2020 with no increase in rates. Motion carried unanimously. 2019/09-19 Motion by Pavleck, seconded by Skoe to approve a contract with Braun Intertec in the amount of $39,600 to assist in MPCA re-permitting of the Solid Waste Transfer Station and Demolition Landfill. Motion carried unanimously. 000 Joan Christianson informed the Board of a presentation on climate change in Northern Minnesota presented by Indivisible I Falls on Wednesday, September 25, 2019 at 6:30 p.m. at Holy Trinity Episcopal Church and encouraged the Board to attend. 000 Alysa Hackenmueller informed the Board of the CareerForce open house, formally the WorkForce Center on Thursday, September 19, 2019 from 11:00 - 1:00 a.m. at Rainy River Community College, Room SC128.
