Public Notice MINUTE SUMMARY REGULAR MEETING OF THE KOOCHICHING COUNTY BOARD OF COMMISSIONERS Held on Tuesday February 19, 2019 9:30 a.m. MEMBERS PRESENT: Commissioners Pavleck, Sjoblom, Skoe, Adee MEMBERS ABSENT: McBride 000 The County Board approved the agenda, approved the minutes from the February 5, 2019 regular meeting; approved payment of Courthouse claims in the amount of $59,229.71; approved Highway claims in the amount of $44,722.47; approved the employment separation of part time corrections officers Dawn Piekarski effective January 31, 2019 and Doug Silvers effective January 24, 2019 and ratified the payment of warrant # 23506 in the amount of $1,633.50. Motion carried unanimously. 000 Notice of temporary hire of Teresa Briggs for Board and Administration consultation effective January 1, 2019. 2019/02-28 Motion by Pavleck, seconded by Skoe to adopt a following resolution in support of the Polar Polers Ski Club 2019 application to the Minnesota Department of Natural Resources for the Federal Recreation Trail Grant. Motion carried unanimously. 2019/02-29 Motion by Skoe, seconded by Sjoblom to authorize the Board Chair's signature to letters of support to legislative representatives for Voyageur Country All-Terrain Vehicle bond proceed appropriation. Motion carried unanimously. 2019/02-30 Motion by Skoe, seconded by Pavleck to approve the Information Systems Manager to accept the KnowBe4 quote for employee security training in the amount of $3,357.50 for three years to be paid in 2019 and 2020. Motion carried unanimously. 000 Notice of temporary hire of Bob Peterson for Auditor/Treasurer consulting effective February 7, 2019. 2019/02-31 Motion by Pavleck, seconded by Skoe to approve a five year lease for the Courthouse postage machine with Pitney Bowes. Motion carried unanimously. 2019/02-32 Motion by Skoe, seconded by Sjoblom to approve a five year lease for a Konica Minolta copier in the Auditor/Treasurer/Information Systems office. Motion carried unanimously. 2019/02-33 Motion by Pavleck, seconded by Sjoblom to accept the low bid for the purchase of a Yamaha 700 ATV from RJ Sport and Cycle in the amount of $8,139 to be funded from Administration project contingency. Motion carried unanimously. 2019/02-34 Motion by Pavleck, seconded by Sjoblom to authorize the County Engineer to award consultant design services to LHB Corp for the CSAH 24 bridge over the CN Railroad tracks SAP 036 624 019. Motion carried unanimously. 2019/02-35 Motion by Pavleck, seconded by Skoe authorize the County Engineer to advertise for bids for County Project 2019-01 striping and pavement markings. Motion carried unanimously. 2019/02-36 Motion by Pavleck, seconded by Skoe to authorize the County Engineer to advertise for bids for CSAH 32 crack seal and mastic repair project SAP 036 632 011. Motion carried unanimously. 000 The Land Commissioner reported that the February 6, 2019 timber auction 21,928 cords were sold for a total auction sale value of $541,978.20 and four tracks remained unsold. 2019/02-37 Motion by Pavleck, seconded by Skoe to authorize the Land Commissioner to seek bids for one 2019 Land and Forestry truck. Motion carried unanimously. 000 The Board Chair called for public comment and Pete Makowski, North Central Regional Outreach Director for Senator Tina Smith informed the Board that Senator Smith is working on a number of issues including payback to federal contractors affected by the shutdown, visiting every County in the State over the next two years, working with Rainy River Community College on their nursing program, reducing insulin and health care costs, serving veterans and fighting the opioid crisis. Board members requested the support of Senator Smith for Federal funding for the bridge over the railroad tracks on CSAH 24 and thanked Pete for the update.
