Public Notice MINUTE SUMMARY REGULAR MEETING OF THE KOOCHICHING COUNTY BOARD OF COMMISSIONERS Held on Tuesday, September 22, 2015; 9:30 a.m. MEMBERS PRESENT: Commissioners Pavleck, McBride, Skoe, Ecklund MEMBERS ABSENT: Commissioner Adee (Medical Leave) The County Board approved the September 22nd meeting agenda; approved the minutes from the September 15, 2015 meeting; approved payment of the Courthouse claims in the amount of $49,146.74, Highway claims in the amount of $165,971.21, Public Health claims in the amount of $9,963.80, Human Services claims as presented and Burial Case #230565 in the amount of $1,099.71. Board approved the tentative October meeting schedule. 000 Upon review, the County Board agreed to adopt a resolution at its next meeting stating the County's position that no County funds for the Airport Terminal Project will be expended or encumbered except for actual construction of the terminal. 2015/09-26 Motion by Ecklund, seconded by Skoe to accept low bid from Bowman Asphalt Products in the amount of $151,690.00 for FEMA Culvert Replacement Projects 2015-09 for TR 125 and 2015-10 for CSAH 79. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/09-27 Motion by Ecklund, seconded by McBride authorizing Board members' attendance to the Rainy-Namakan Lakes Rule Curve Evaluation Meetings. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/09-28 Motion by McBride, seconded by Ecklund to adopt a resolution for approval of the County Veterans Service Office Enhancement Grant. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 000 The Board received notice on the hire of Alana Werner as part time Office Support Specialist. 000 The Health/Human Services Director updated the Board on the MN Department of Human Services (DHS) annual service procurement process for PMAP and MN Care. The Director stated that the letter requested by the County Board to send to the State expressing the County's concerns is completed for Board Chair signature. 2015/09-29 Motion by McBride, seconded by Ecklund to approve the following service agreement addendums to reflect legislative rate increases (state funded service) as recommended by the Health and Human Services Director: ODC day training and habilitation services, Pineview for detox services, Pineview for in-patient treatment services and Rainy River Recovery LLP for out-patient treatment services. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/09-30 Motion by Ecklund, seconded by Skoe accepting the recommendation to relicense Margaret Winkle for group family day care. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/09-31 Motion by McBride, seconded by Skoe to deny the appeal from property owner Potlatch for the recorded County Prescriptive Easements for the Valley River Forest Road and Section 25 Forest Road. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/09-32 Motion by Skoe, seconded by McBride to deny the appeal from property owner Caprice Glaser, Carol Brewton and Albert Kueffner, Jr. for the recorded County Prescriptive Easement for the Kueffner Landing Road. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/09-33 Motion by Skoe, seconded by McBride to deny the appeal from property owner Thomas Payne for the recorded County Prescriptive Easement for the Section 13 County Forest Road. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/09-34 Motion by McBride, seconded by Skoe to deny the appeal from property owner Robert Jaksa and Family Trust for the recorded County Prescriptive Easement for the Mattson County Forest Road. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried.
