Public Notice MINUTE SUMMARY REGULAR MEETING OF THE KOOCHICHING COUNTY BOARD OF COMMISSIONERS Held on Tuesday, April 12, 2016; 10:20 a.m. MEMBERS PRESENT: Commissioners McBride, Skoe, Adee, Pavleck MEMBERS ABSENT: None The County Board approved the April 12th meeting agenda; approved the minutes from the March 22, 2016 meeting; received notice on the hire of Derek Lunser as County Appraiser Jacquie Thorstad as part time County Attorney Legal Secretary and Michael Bounds as part time E911/Corrections Officer; approved the employment separation of part time E911/Corrections Officers Jill Hasbargen-Olson and Burke Bolstad; approved the March Vendor Payment Listing. 2016/04-05 Motion by Pavleck, seconded by Skoe accepting the recommendation of the County Assessor to grant abatement to Packaging Corporation of America for reduction of value on Parcel #92-002-51010 as a result of a Tax Court Claim settlement and removal of building value on Parcel #92-002-02215 as no structure exists on the parcel. Voting yes: McBride, Skoe, Adee, Pavleck. Motion carried. 2016/04-06 Motion by Pavleck, seconded by Adee to approve an extension of a Lease Agreement with the MN Department of Public Safety to use the County Armory Property for motorcycle license testing. Voting yes: McBride Skoe, Adee, Pavleck. Motion carried. 2016/04-07 Motion by Pavleck, seconded by Adee to authorize the Board Chair to send a letter to the State Representatives supporting the International Voyageurs Snowmobile Club's request for 2016 State Bonding funds for construction of a trail adjacent the Trunk Highway 11 Overpass to allow safe passage of snowmobiles across the CN Railway System. Voting yes: McBride, Skoe, Adee, Pavleck. Motion carried. 2016/04-08 Motion by Adee, seconded by Skoe authorizing Board members attendance to the Voyage Forward Session on April 13, 2016 at 6:00 p.m. at Backus Community Center to hear the Market Area Profile Report for assisting retail and service sector businesses. Voting yes: McBride, Skoe, Adee, Pavleck. Motion carried. 2016/04-09 Motion by Pavleck, seconded by Adee to approve expenditure up to $8,400 from the 2016 I.S. Unit Budget for hardware and warranty for upgrading the county backup system and authorizing an ongoing expenditure of $872 a month for a secondary cloud data storage and recovery system through CW Technology. Voting yes: McBride, Skoe, Adee, Pavleck. Motion carried. 2016/04-10 Motion by Adee, seconded by Pavleck authorizing the Health/Human Services Director to fill a vacant Accounting Technician position. Voting yes: McBride, Skoe, Adee, Pavleck. Motion carried. 2016/04-11 Motion by Adee, seconded by Pavleck authorizing the Board Chair to notify the State Legislators of the County's support for House File 869 and Senate File 734 for an increase in funding for the Minnesota Family Investment Program and Working Family Credit Programs. Voting yes: McBride, Skoe, Adee, Pavleck. Motion carried. 000 The Veterans Service Officer provided the Board an overview of the plan for the May 7th Welcome Home Vietnam Veterans Parade and Celebration Ceremony. 2016/04-12 Motion by Skoe, seconded by Adee to donate $500 to the public May 7th Welcome Home Vietnam Veterans Parade and Celebration Ceremony to help defray event expenditures. Voting yes: McBride, Skoe, Adee; abstaining: Pavleck. Motion carried. 000 Members of the City of International Falls Residential and Commercial Building Committee met with the County Board to request the County waive MSW tipping fees for their proposed City of International Falls Neighborhood Cleanup Program. The plan would be to divide the city up into five neighborhoods for target clean up with residents paying fees for special waste items but looking to the county to waive fees for general waste. Board member stated waiving of the fees has the taxpayer picking up the cost so everyone should be able to participate in a free disposal program in and outside of the cities. The Board Chair concluded by saying that they give the Committee credit for this big undertaking and beyond the County staff involvement to help coordinate the City's waste disposal program, it would be difficult for the County to waive the tipping fee as requested. 000 The Land Commissioner updated the Board on the February forest certification audit for both FSC and SFI. The SFI audit resulted in one minor non-conformance for spill kits for onsite contractors which an action plan has been formulated and identified good management practices and opportunities for improvement. The FSC audit found the same minor non conformance item. The County's certification is in good standing and the next audit will be in September 2017. 2016/04-13 Motion by Skoe, seconded by Pavleck to approve a Right of Entry Permit to Minnesota Power for conducting field surveys related to the Great Northern Transmission Line on and across county administered tax forfeited lands as described in the Permit. Voting yes: McBride, Skoe, Adee, Pavleck. Motion carried. 2016/04-14 Motion by Adee, seconded by Pavleck to approve the 2016 Boat and Water Safety Grant Agreement with the State of Minnesota allocating funds to Koochiching County in the amount of $5,014.00. Voting yes: McBride, Skoe, Adee, Pavleck. Motion carried. 2016/04-15 Motion by Pavleck, seconded by Adee authorizing the purchase of a 2016 Yamaha Grizzly 700 ATV using the ATV Grant funds. Voting yes: McBride, Skoe, Adee, Pavleck. Motion carried. 2016/04-16 Motion by Pavleck, seconded by Skoe authorizing the County Engineer to seek bids for County bulk fuel delivery, pump fuel, hired truck rental, culvert materials, and nuisance beaver trapping. Voting yes: McBride, Skoe, Adee, Pavleck. Motion carried. 2016/04-17 Motion by Pavleck, seconded by Adee adopting a resolution for revocation of County State Aid Highway mileage for CSAH 14 and CSAH 77 and to redesignate as County Roads. Voting yes: McBride, Adee, Pavleck; voting no: Skoe. Motion carried. 2016/04-18 Motion by Pavleck, seconded by Adee adopting a resolution for establishing County State Aid Highways mileage for CSAH 23 termini: from Junction TH 11 to Junction CSAH 20 (Map Reference Figure 1) in Township 71 North, Range 23 West, Section 30. Voting yes: McBride, Skoe, Adee, Pavleck. Motion carried.
