Public Notice MINUTE SUMMARY REGULAR MEETING OF THE KOOCHICHING COUNTY BOARD OF COMMISSIONERS Held on Tuesday, April 23, 2019 9:30 a.m. MEMBERS PRESENT: Commissioners Sjoblom, Skoe, Adee, Pavleck MEMBERS ABSENT: McBride 000 The County Board approved the agenda for the April 23, 2019 meeting, approved the minutes from the April 9, 2019 regular meeting, approved payment of Courthouse claims in the amount of $98,150.91, Highway Claims in the amount of $32,142.08, Public Health and Human Services Claims as presented, approved payment of Burial Case #1371401 in the amount of $1,176.80 and Burial Case #1292038 in the amount of $277.27 and approved the void of Warrant #22577 in the amount of $14.99, Warrant #23930 in the amount of $125 and Warrant #24458 in the amount of $12,744.20. Motion carried unanimously. 2019/04-24 Motion by Sjoblom, seconded by Skoe to approve the transfer of Administration budget contingency funds of $794 to the 2019 Extension budget and $5,000 to the 2019 Assessor budget. Motion carried unanimously. 2019/04-25 Motion by Skoe, seconded by Pavleck to make the following adjustments to the 2019 budget: increase reserve timber revenue in the amount of $100,000; add revenue and expenditures in the amount of $20,000 to recognize the receipt of noxious weed grant funds; increase KDA revenue by $155,882 to recognize IRRRB funding anticipated to be received in 2019; increase general revenues and expenditures in the amount of $8,000 to recognize funding from other government units for the shared lobbyist resulting in total revenues for the 2019 budget of $33,651,804, expenditures of $35,145,651 and use of reserves in the amount of $1,493,847. Motion carried unanimously. 000 The Administration Director provided the Board with a 1st quarter 2019 budget vs actual report. 2019/04-26 Motion by Pavleck, seconded by Skoe to approve the Minnesota Lawful Gambling LG220 exempt permit application for the International Falls Lions Club for a raffle to be held on August 5, 2019 at Almost Lindy's located at 3003 County Road 127, International Falls, MN. Motion carried unanimously. 2019/04-27 Motion by Pavleck, seconded by Skoe to adopt a resolution in support of a new F-35 Aircraft for the 148th Fighter Wing Minnesota National Guard. Motion carried unanimously. 2019/04-28 Motion by Pavleck, seconded by Sjoblom to approve the Island View Sewer Project payment #16 to Utility Systems of America Inc, in the amount of $23,844.99 which includes a 5% retainage for Contract A. Motion carried unanimously. 000 Notice of Hire of Malachi Mayfield as a part-time Corrections Officer/E911 Dispatcher with a start date of April 16, 2019. 2019/04-29 Motion by Skoe, seconded by Pavleck to accept the low bid from IdentiSys Inc. in the amount of $4,385 plus shipping for the purchase of a Gun Permit/ID card printing system. Motion carried unanimously. 2019/04-30 Motion by Pavleck, seconded by Skoe to approve the purchase of a used cell phone by the County Engineer in the amount of $150 and authorize the Information System Manager to release that number and complete an assumption of liability form. Motion carried unanimously. 2019/04-31 Motion by Pavleck, seconded by Skoe to approve the employment separation of Jane Besch as Office Service Supervisor with an effective date of June 30, 2019 and authorize filling the vacant position. Motion carried unanimously. 2019/04-32 Motion by Skoe, seconded by Sjoblom to authorize the Board's Vice Chair signature to the General Notice to Control or Eradicate Noxious Weeds required by MN Statute 18.83 to be published on or before May 15th of each year. Motion carried unanimously. 2019/04-33 Motion by Skoe, seconded by Sjoblom to approve the employment separation of Brad Qualley as Maintenance Supervisor with an effective date of May 3, 2019 and authorize temporarily filling the vacant position. Motion carried unanimously. 2019/04-34 Motion by Skoe, seconded by Sjoblom to approve the employment separation of Joseph Sutherland as County Engineer with an effective date of May 2, 2019 and authorize filling the vacant position. Motion carried unanimously. 2019/04-35 Motion by Pavleck, seconded by Sjoblom to authorize the temporary hire of the Assistant County Engineer as the County Engineer at 80% of the salary in the interim of finding a permanent full time replacement per the County Temporary Hire Policy. Motion carried unanimously. 2019/04-36 Motion by Skoe, seconded by Pavleck to authorize the County Engineer to solicit quotes for fuel dispensing equipment at the International Falls maintenance shop and for above ground fuel storage tanks at the Loman and Birchdale shops. Motion carried unanimously. 2019/04-37 Motion by Pavleck, seconded by Skoe to authorize the Koochiching Soil and Water Conservation District to stencil paint "Dump No Waste, Drains to River" at selected storm sewer inlets along CSAH 20 and CSAH 46 in Ranier. Motion carried unanimously. 2019/04-38 Motion by Pavleck, seconded by Skoe to reject bids for SAP 036 703 001 tied to SAP 036 624 022. Motion carried unanimously. 000 The Board Chair called for public comment. The Board heard from Jeremy Hasbargen recommending that the resurfacing of CSAH 8 (Cingmars Road) should go to full depth rather than a mill and overlay as the road needs to be stabilized.
