Public Notice MINUTE SUMMARY REGULAR MEETING OF THE KOOCHICHING COUNTY BOARD OF COMMISSIONERS Held on Tuesday, December 22, 2015 10:00 a.m. MEMBERS PRESENT: Commissioners Pavleck, McBride, Skoe, Adee MEMBERS ABSENT: District 4 County Commissioner Seat Vacant Pending a May 2016 Special Election The County Board approved the December 22nd meeting agenda; approved the minutes from the December 15, 2015 Regular County Board meeting; approved payment of the Health and Human Services claims. 2015/12-26 Motion by McBride, seconded by Skoe that the Koochiching County Board declares a vacancy in the District 4 County Commissioner seat due to the election of District 4 County Commissioner Rob Ecklund to the State House 3A Representative seat effective December 17, 2015. Voting yes: Pavleck, McBride, Skoe, Adee. Motion carried. 2015/12-27 Motion by Skoe, seconded by Adee authorizing the Auditor-Treasurer to hold a special election for the purpose of filling the vacant District 4 County Commissioner seat under M.S. 375.01 Sub. 1 and 4 with a filing period of December 30, 2015 to January 12, 2016, Primary Election on March 8, 2016 as needed and the Special Election on May 3, 2016. Voting yes: Pavleck, McBride, Skoe, Adee. Motion carried. 2015/12-28 Motion by McBride, seconded by Skoe to approve a Letter of Agreement for medical consultation services for County Public Health services. Voting yes: Pavleck, McBride, Skoe, Adee. Motion carried. 2015/12-29 Motion by Adee, seconded by McBride to renew the following Human Services Contract Services: AEOA Congregate Meals, AEOA Employment and Training, AEOA SELF, AEOA Volunteer Drivers, Friends Against Abuse Supervised Visits, Northeast MN Office of Jobs and Training, Northland Counseling Children's Mental Health, Northland Counseling Clubhouse, Northland Counseling Mental Health, ODC Supported Employment, Pineview Recover Center and Pineview Detox. Voting yes: Pavleck, McBride, Skoe, Adee. Motion carried. 2015/12-30 Motion by McBride, seconded by Adee to accept the day care licensing recommendation to close the home of Danielle Taylor at the providers request for family day care. Voting yes: Pavleck, McBride, Skoe, Adee. Motion carried. 2015/12-31 Motion by Skoe, seconded by McBride adopting a resolution for support of the Koochiching County Aquatic Invasive Species Prevention Program. Voting yes: Pavleck, McBride, Skoe, Adee. Motion carried. 2015/12-32 Motion by Adee, seconded by Skoe to approve a service agreement with the Occupational Development Center, Inc. for recycling sorting and clean up for the Transfer Station and for garbage cleanup on the Highway 71 and CSAH 107 routes to the Transfer. Voting yes: Pavleck, McBride, Skoe, Adee. Motion carried. 2015/12-33 Motion by McBride, seconded by Adee to approve an increase in work hours from 20 hours a week to 32 hours a week for the VSO Office Assistant Position effective January 1, 2016. Voting yes: Pavleck, McBride, Skoe, Adee. Motion carried. 000 The VSO updated the Board on the Office services being provided to County veterans. 2015/12-34 Motion by Skoe, seconded by McBride adopting a resolution to sponsor the City of Northome's Transportation Alternative Project Grant for resurfacing and replacing culverts for the pedestrian and bike trail. Voting yes: Pavleck, McBride, Skoe, Adee. Motion carried. 2015/12-35 Motion by McBride, seconded by Adee accepting the County Engineer's recommendation to close TH 11 Trail to motorized vehicles and to maintain the TH 11 and CSAH 332 Trails for pedestrian use in the winter season at the Engineer's discretion. Voting yes: McBride, Adee; voting no: Pavleck, Skoe. Motion failed. 2015/12-36 Motion by McBride, seconded by Adee accepting the County Engineer's recommendation to close the TH 11 Trail to motorized use. Voting yes: Pavleck, McBride, Skoe, Adee. Motion carried. 2015/12-37 Motion by Skoe, seconded by Adee authorizing the County Engineer to purchase a motor grader from State Bid for the Mizpah Shop. Voting yes: Pavleck, McBride, Skoe, Adee. Motion carried. 2015/12-38 Motion by McBride, seconded by Adee authorizing the County Engineer to purchase a pickup truck for the International Falls Shop to allow for a transfer of a pick up to the Mizpah Shop. Voting yes: Pavleck, McBride, Skoe, Adee. Motion carried. 2015/12-39 Motion by Adee, seconded by Skoe authorizing the I.S. Manager to purchase a second Surface Pro Tablet System for the Assessor's Office for field work. Voting yes: Pavleck, McBride, Skoe, Adee. Motion carried. 2015/12-40 Motion by McBride, seconded by Adee to authorize Board members attendance to the January 28, 2016 VFW Commander's Dinner for presentation of the Kinship Youth Mentoring Program. Voting yes: Pavleck, McBride, Skoe, Adee. Motion carried. 000 The Board Chair opened a public hearing at 11:10 a.m. for the purpose of receiving public comment on the issuance of an Off Sale Intoxicating Liquor License for "The Junction" which is under new ownership January 1, 2016. 2015/12-41 Motion by Skoe, seconded by Adee to accept the recommendation of the County License Committee to approve an Off Sale Intoxicating License to The Junction for the license period of January 1, 2016 through December 31, 2016. Voting yes: Pavleck, McBride, Skoe, Adee. Motion carried.
