Public Notice MINUTE SUMMARY REGULAR MEETING OF THE KOOCHICHING COUNTY BOARD OF COMMISSIONERS Held on Tuesday, July 19, 2016; 9:30 a.m. MEMBERS PRESENT: Commissioners McBride, Norby, Skoe, Adee, Pavleck MEMBERS ABSENT: None The Board approved the July 19th meeting agenda; approved the minutes from the July 12, 2016 County Board meeting; received notice on the temporary hire of Cora Gray in the Veterans Service Office; approved the 2016 and 2017 wage and benefit settlements for the Non-Union Management and Hourly Employee Groups; set the salary and insurance benefits for the elected County Sheriff, County Attorney, County Recorder and County Auditor/Treasurer for 2016 and for 2017; approved payment of the Highway claims in the amount of $239,725.71. 2016/07-20 Motion by Skoe, seconded by Pavleck to adopt a resolution stating Koochiching County's intent to retain its private audit firm to perform its annual financial audit. Voting yes: McBride, Norby, Skoe, Adee, Pavleck. Motion carried. 2016/07-21 Motion by Pavleck, seconded by Norby authorizing out of state travel for Commissioner Adee to attend the CAP Conference in Austin, Texas as a representative of KOOTASCA. Voting yes: McBride, Norby, Skoe, Adee, Pavleck. Motion carried. 2016/07-22 Motion by Pavleck, seconded by Adee appointing the Precinct Election Judges, Absentee Ballot Board, Mail Ballot Board and UOCAVA (military overseas) Ballot Board members for the 2016 Primary and General Elections. Voting yes: McBride, Norby, Skoe, Adee, Pavleck. Motion carried. 2016/07-23 Motion by Adee, seconded by Norby appointing Sherri Promersberger and Char Tomczak as designees for the two County Board members to serve on the 2016 Primary and General Election Canvassing Boards. Voting yes: McBride, Norby, Skoe, Adee, Pavleck. Motion carried. 000 The Health and Human Services Director informed the Board that Medica Health Plans provided notice of termination for their MSC+Care Coordination Services Agreement with the County which they have also done with the other counties in the region as a company business decision. 2016/07-24 Motion by Pavleck, seconded by Adee to renew the Hasbargen Foster Home Group Residential Housing Agreement with no change as recommended by the Health and Human Services Director. Voting yes: McBride, Norby, Skoe, Adee, Pavleck. Motion carried. 2016/07-25 Motion by Pavleck, seconded by Norby to renew the Lutheran Social Services Group Residential Housing Agreement with no change as recommended by the Health and Human Services Director. Voting yes: McBride, Norby, Adee, Pavleck; abstaining: Skoe. Motion carried. 2016/07-26 Motion by Adee, seconded by Pavleck to approve payment of the following burial cases: case #1757796 in the amount of $948.12 and case #698497 in the amount of $1,200.00. Voting yes: McBride, Norby, Skoe, Adee, Pavleck. Motion carried. 2016/07-27 Motion by Adee, seconded by Norby accepting the following Day Care Licensing recommendations: licensing Lacy Palmer for family day care for ten children and relicensing Courtney Knutson for group family day care for twelve children. Voting yes: McBride, Norby, Skoe, Adee, Pavleck. Motion carried. 2016/07-28 Motion by Pavleck, seconded by Norby authorizing the County Engineer to enter into agreement for the purchase of an easement from a private property owner which is abutting an existing public right of way for the purposes of resolving a county trespass situation. Voting yes: McBride, Norby, Skoe, Adee, Pavleck. Motion carried. 2016/07-29 Motion by Pavleck, seconded by Adee authorizing the Board Chair to contact the County's Federal Delegation to seek their support to reach out to the Federal Railroad Administration to act on the County's CSAH 20 Quiet Zone Application for the rail crossing section in the City of Ranier. Voting yes: McBride, Norby, Skoe, Adee, Pavleck. Motion carried. 2016/07-30 Motion by Pavleck, seconded by Norby that the preliminary report and survey for determining the feasibility of the construction of the Island View Sanitary Sewer System was completed by the appointed engineer and provided to the County Auditor for filing as required under M.S. 116A.07 and that the County Auditor will set a preliminary public hearing on the project per M.S.116A.08 with a date of Tuesday, August 30, 2016 and a time of 6:00 p.m. (location to be determined). Voting yes: McBride, Norby, Skoe, Adee, Pavleck. Motion carried. 2016/07-31 Motion by Pavleck, seconded by Adee authorizing the Land Commissioner to obtain a title opinion on a tax-forfeited property described as Lot 2, Block 1, Plat of International Falls (aka Koochiching Freshwater Fisheries property) for the purpose of obtaining information for selling the property through a County Land Sale. Voting yes: McBride, Norby, Skoe, Adee, Pavleck. Motion carried.
