Public Notice MINUTE SUMMARY REGULAR MEETING OF THE KOOCHICHING COUNTY BOARD OF COMMISSIONERS Held on Tuesday November 24, 2015 9:35 a.m. MEMBERS PRESENT: Commissioners Pavleck, McBride, Skoe, Ecklund MEMBERS ABSENT: Commissioner Adee (Medical Leave) 000 The Board approved the November 24th meeting agenda; approved the minutes from the November 3, 2015 meeting; approve payment of the Courthouse claims in the amount of $124,452.79, Highway claims in the amount of $464,694.13, Health claims in the amount of $16,425.89 and Human Services claims as presented; further reviewed the October Vendor Payment Listing. 2015/11-12 Motion by McBride, seconded by Skoe to set the County Board's 2016 Salary at $14,338 (no change from 2015) and the Daily Per Diem Rate at $125 (no change from 2015). Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/11-13 Motion by McBride, seconded by Skoe authorizing the Administration Office to request newspaper bids for the County's 2016 publications as required under MN Statute. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/11-14 Motion by Ecklund, seconded by Skoe adopting a resolution affirming Koochiching County's endorsement of the revised County Program Aid Formula developed by the Association of Minnesota Counties' County Program Aid Work Group. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/11-15 Motion by McBride, seconded by Ecklund authorizing Board members attendance to the December 9, 2015 Health Care Forum held at RRCC at 3:00 p.m. as a follow up to the review of staffing shortages in the health care industry. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/11-16 Motion by Ecklund, seconded by Skoe to support MRCC's position for reverting the Auto Parts Sales Tax Revenue from the State General Fund to the State Transportation Fund as a component of an overall resolution for solving the funding shortage of the State Transportation System. Voting yes: McBride, Skoe, Ecklund; voting no: Pavleck. Motion carried. 000 The Board received notice on the hire of Anne Henningsen as the Public Health Social Worker. 2015/11-17 Motion by McBride, seconded by Ecklund approving expenditure up to $1,500 from the 2015 Public Health Budget for a computer for new staff. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/11-18 Motion by Ecklund, seconded by Skoe to approve a Master Subscriber Agreement for MN Court Data Services for Governmental Agencies for access and use of Court data services and records by the Health/Human Services Agency. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/11-19 Motion by McBride, seconded by Ecklund to renew the following service agreements: First Call for Help, Sharon Frank Rule 25 Assessments, ODC developmental achievement center and transportation services, Rainy River Recovery Rule 25 Assessments, Rainy River Recovery Out Patient Treatment, Range Mental Health, and Silver Bahr Retirement Ranch. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/11-20 Motion by McBride, seconded by Ecklund to renew the Lutheran Social Services Guardianship Service Agreement. Voting yes: Pavleck, McBride, Ecklund; abstaining: Skoe. Motion carried. 2015/11-21 Motion by Ecklund, seconded by McBride to renew the TriMin Systems, Inc. Service Agreement for information system support of the Human Service Agency's ACS and SWS Systems. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/11-22 Motion by McBride, seconded by Skoe to approve the employment separation of full time Southern County Deputy John Demuth. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 000 The Board received notice on the hire of Chad Mastin as the full time Southern County Sheriff Deputy. 2015/11-23 Motion by Ecklund, seconded by Skoe authorizing the Sheriff to fill a part time Deputy position due to the hire of the Southern County Deputy position. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/11-24 Motion by McBride, seconded by Skoe to approve a two year Grant Agreement with the MN DNR for snowmobile safety enforcement with funding of $5,010 provided for State FY 2016 and $5,010 for State FY 2017. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/11-25 Motion by McBride, seconded by Ecklund authorizing the Sheriff to replace the Dispatch Logging Recorder from DSC in the amount of $24,674 and to purchase 3 ARMER radios for the Logging Recorder System at a cost of $7,206 with funding from the E911 Account. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 000 The Board received notice on the hire of Danae Schafer as Assistant Land Commissioner. 000 The Land Commissioner provided an update on the DNR nonferrous metallic minerals lease sale where 33 mining units totaling 11, 629 acres were offered in the SE corner of Koochiching County. 000 The Land Commissioner informed the Board that the two remaining Land and Forestry Department FEMA Projects are now complete. In total the department had 5 FEMA projects with cost closely matching the $62,649 of FEMA Funding provided. 2015/11-26 Motion by Skoe, seconded by Ecklund to approve a perpetual resource management easement to Koochiching County from the Jaksa Family Trust located in Township 64, Range 22 as described in the easement agreement and authorizing the Land Commissioner to record an updated Prescriptive Forest Road Easement map deleting the Mattson County Forest Road in Township 64, Range 22. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/11-27 Motion by Ecklund, seconded by Skoe to approve a funding request by the MN DNR Division of Forestry for $10,000 from Koochiching County as a cost share project to control/treat a dwarf mistletoe infestation in black spruce timber on DNR administered lands located in the Con Con area of Koochiching County with the County's $10,000 share to be funded from the County Development Fund. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/11-28 Motion by McBride, seconded by Ecklund to approve a ten-year Solid Waste Disposal Agreement with Mar-Kit Landfill effective January 1, 2016. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/11-29 Motion by McBride, seconded by Ecklund authorizing the Environmental Service Director to sign the MPCA Beneficial Use Application from Boise to extend the fill area as recommended by the Environmental Service Director. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/11-30 Motion by McBride, seconded by Ecklund to grant Conditional Use Permit 1505 to convert an existing lake home located at 3069 Town Road 225, Parcel ID #15-052-00051, to a short term lodging facility for a period of one year as an interim use allowed under Minnesota Statute as guided by the County Attorney. Voting yes: McBride, Skoe, Ecklund; voting no: Pavleck. Motion carried. 000 The Complex Superintendent provided the Board the annual county building inspection reporting all buildings in good condition.
