Public Notice MINUTE SUMMARY REGULAR MEETING OF THE KOOCHICHING COUNTY BOARD OF COMMISSIONERS Held on Tuesday, March 15, 2016; 10:00 a.m. MEMBERS PRESENT: Commissioners McBride, Skoe, Pavleck MEMBERS ABSENT: Commissioner Adee (other business) The County Board approved the March 15th meeting agenda; approved the minutes from the March 8th County Board meeting; approved payment of the Courthouse claims in the amount of $54,834.11, Highway claims in the amount of $114,093.96 and reviewed the February Vendor Payment Listing. 2016/03-28 Motion by Pavleck, seconded by Skoe accepting the recommendation of the County License Committee approving On Sale and Sunday Intoxicating Liquor Licenses to the Falls Country Club; approving On Sale, Off Sale and Sunday Intoxicating Liquor Licenses for Island View Lodge; approving On Sale, Off Sale and Sunday Intoxicating Liquor Licenses to Sha Sha Resort. Voting yes: McBride, Skoe, Pavleck. Motion carried. 2016/03-29 Motion by Skoe, seconded by Pavleck accepting the recommendation of the I.S. Manager to approve a 60 month lease agreement for a Canon multifunction printer for the County Assessor's Office. Voting yes: McBride, Skoe, Pavleck. Motion carried. 000 The Environmental Services Director provided a preliminary Island View Sewer Project survey and report reviewing a map of the proposed district, estimated project cost to the funding received to date for the project and projected levels of funding needed to balance the budget for determining affordability of the special assessment on benefited properties. 2016/03-30 Motion by Pavleck, seconded by Skoe authorizing the Environmental Service Director to obtain legal services, financial services, appraisal services, engineering services and additional services as needed to complete the planning and procedural phases of the proposed Island View Sewer Project. Voting yes: McBride Skoe, Pavleck. Motion carried. 2016/03-31 Motion by Pavleck, seconded by Skoe authorizing the Board Chair to send a letter to the County's State Legislators requesting their continued support of Koochiching County's request for 2016 State Bonding funds for the Island View Sewer Project to secure the level of funding needed to provide for an affordable assessment of cost on properties. Voting yes: McBride, Skoe, Pavleck. Motion carried. 000 The Land Commissioner reviewed proposed federal legislation which supports a land exchange between Koochiching County and Voyageurs National Park (VNP). He found that the proposed legislation's primary objective is to formally transfer Bureau of Land Management (BLM) lands to the National Park Service (NPS) to eliminate the complexity with dual management. However, due to a pending agreement between the County and VNP as supported by County Board motion 1992/02-20, the bill also gives the ability to the NPS to conduct land exchanges with state government for more beneficial and mutual management. 000 The Borderland Substance Abuse Court (BSAC) Coordinator along with Judge LeDuc provided an update on the Drug Court activities. The Coordinator further explained to the Board that due to fiscal constraints in the State Judiciary Budget, the State cut drug court funding for the FY 2016 Budget (ends June 30, 2016) by 16% which means the BSAC now needs to find the funding to cover salary and benefit costs in the amount of $37,000. Koochiching County did grant the Drug Court $15,000 in the 2016 County Budget which has been used in the past to provide a level of funding to support the Drug Court needs at the local level. 2016/03-32 Motion by Pavleck, seconded by Skoe that under protest and as a one-time contribution only, to approve a Memorandum of Understanding with the State of Minnesota Judicial District to contribute $15,000 to the FY 16 State Judiciary Budget to be used to offset the funding shortage in state wages and benefits for the Borderland Substance Abuse Court staff. Voting yes: McBride, Skoe, Pavleck. Motion carried.
