Public Notice MINUTE SUMMARY REGULAR MEETING OF THE KOOCHICHING COUNTY BOARD OF COMMISSIONERS Held on Tuesday, October 27, 2015 9:30 a.m. MEMBERS PRESENT: Commissioners Pavleck, McBride, Skoe, Ecklund MEMBERS ABSENT: Commissioner Adee (Medical Leave) The County Board approved the October 27th meeting agenda; approved the minutes from the October 20, 2015 Regular County Board meeting; approved payment of the Courthouse claims in the amount of $55,834.89, Public Health claims in the amount of $32,489.96 and Human Service claims as presented; renewed the Lease Agreement with the Loman Fire Association. 2015/10-33 Motion by Ecklund, seconded by Skoe adopting a resolution strongly opposing the MN Historical Society's current plan to reopen the Grand Mound Site located in Koochiching County without a Visitor and Interpretive Center. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/10-34 Motion by Ecklund, seconded by McBride to contact State representatives to inform them of Koochiching County's displeasure and opposition to the State Historical Society's plan for the Grand Mound site to not provide for a staffed visitor and interpretive center which the County feels was unjustly based on location. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/10-35 Motion by Ecklund, seconded by Skoe to request a copy of the engineering report for the Grand Mound site's Interpretive/Visitor Center Building from the State Historical Society. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/10-36 Motion by Ecklund, seconded by Skoe to adopt a short term County policy for guarantee of heating assistance payment to providers for fuel delivery until the KOOTASCA Energy Assistance Program is funded for the 2015/2016 winter season. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 000 The Board received notice on the hire of Social Worker Jessica Kokesh and Social Worker Royette Qualley. 2015/10-37 Motion by McBride, seconded by Ecklund authorizing the Health/Human Services Director to fill a social worker position for the Public Health Department. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/10-38 Motion by McBride, seconded by Ecklund to approve the 2016-2017 Minnesota Family Investment Program Plan to support client employment training services. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/10-39 Motion by Ecklund, seconded by Skoe accepting the following day care licensing recommendations: relicense Erin Rousseau for group family day care for ten children and license Jessica Lucca for family day care for ten children. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/10-40 Motion by Skoe, seconded by Ecklund to approve the employment separation of Loman Heavy Equipment Operator Eugene Swenson. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/10-41 Motion by Skoe, seconded by McBride authorizing the County Engineer to fill the vacant Loman Heavy Equipment Operator position. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 2015/10-42 Motion by Skoe, seconded by McBride authorizing the Sheriff to begin the hiring process for filling the Northome Deputy position. Voting yes: Pavleck, McBride, Skoe, Ecklund. Motion carried. 000 The County Engineer reported on the status of a number of 2016 road, bridge and trail projects with the 2016 construction season coming to an end soon.
