Public Notice MINUTE SUMMARY REGULAR MEETING OF THE KOOCHICHING COUNTY BOARD OF COMMISSIONERS Held on Tuesday, March 22, 2016; 10:40 a.m. MEMBERS PRESENT: Commissioners McBride, Skoe, Adee, Pavleck MEMBERS ABSENT: None The County Board approved the March 22nd agenda; approved the minutes from the March 15, 2016 County Board meeting, approved payment of the Health and Human Service claims, adopted a resolution for determination of Social Security coverage for County Board members covered by the PERA Defined Contribution Plan; approved a Master Subscriber Agreement for Minnesota Court Data Services for the County Attorney's Office to allow access to the court data system; received notice on the hire of Brett Musich as part time Sheriff Deputy; authorized County Board members' attendance to the March 21 through March 23, 2016 County Public Health Emergency Preparedness Sessions. 2016/03-40 Motion by Pavleck, seconded by Adee to approve a County financial contribution of $20,000 for 2016 and 2017 to support the RRCC Nursing Program in hiring a qualified instructor with the understanding a partnership of financial contributors would be established to support the same for two years with the intent that the Program will be self sufficient at the end of the two year funding period. Voting yes: McBride, Skoe, Adee, Pavleck. Motion carried. 2016/03-41 Motion by Adee, seconded by Skoe accepting the Engineer's recommendation to revise the 2016 County Highway Department's Construction Program to provide more emphasis on bituminous paving projects and authorizing adjustment of the 2016 Highway Budget to accommodate the revised construction plan. Voting yes: McBride, Skoe, Adee, Pavleck. Motion carried. 2016/03-42 Motion by Adee, seconded by Skoe authorizing the Engineer to seek bids for 2016 bituminous paving for CSAH and County Roads as identified in the 2016 Highway Department Construction Plan. Voting yes: McBride, Skoe, Adee, Pavleck. Motion carried. 2016/03-43 Motion by Pavleck, seconded by Skoe authorizing the Engineer to seek bids for 2016 culvert replacements for CSAH roads as identified in the 2016 Highway Department Construction Plan. Voting yes: McBride, Skoe, Adee, Pavleck. Motion carried. 2016/03-44 Motion by Pavleck, seconded by Skoe adopting a resolution to allow MnDOT to act as the County's agent in accepting general obligation funds for FHWA flood damage repair projects. Voting yes: McBride, Skoe, Adee, Pavleck. Motion carried. 2016/03-45 Motion by Skoe, seconded by Pavleck authorizing the Engineer to seek bids for FEMA CSAH and County road, bridge and culvert repair projects. Voting yes: McBride, Skoe, Adee, Pavleck. Motion carried. 2016/03-46 Motion by Pavleck, seconded by Adee approving the employment separation of Health/Human Services Director Terry Murray effective August 1, 2016 and approving the filling of the Health/Human Service Director under County Hiring Policy. Voting yes: McBride, Skoe, Adee, Pavleck. Motion carried. 2016/03-47 Motion by Pavleck, seconded by Adee to approve an amendment to the County Participation Agreement with UCare to add a special needs basic care program and to renew the Delegation Agreement with UCare. Voting yes: McBride, Skoe, Adee, Pavleck. Motion carried. 2016/03-48 Motion by Adee, seconded by Skoe to approve a Telepresence Network Use Agreement with Arrowhead Health Alliance. Voting yes: McBride, Skoe, Adee, Pavleck. Motion carried. 2016/03-49 Motion by Pavleck, seconded by Skoe to approve a 5 year lease agreement for two new Canon copiers to replace the current devices under an expiring lease and to approve a 63 month lease for a new Pitney Bowes postage machine to replace the current device under an expiring lease. Voting yes: McBride, Skoe, Adee, Pavleck. Motion carried. 2016/03-50 Motion by Adee, seconded by Pavleck to approve payment of the following Burial Cases: #1380978 in the amount of $1,400.00, #919517 in the amount of $1,400.00 and #1491777 in the amount of $706.62. Voting yes: McBride, Skoe, Adee, Pavleck. Motion carried. 2016/03-51 Motion by Adee, seconded by Pavleck accepting the following day care licensing recommendations: relicense Toni Korpi for group family day care for twelve children and relicense Kathryn Lund for family day care for ten children. Voting yes: McBride, Skoe, Adee, Pavleck. Motion carried.
