Public Notice MINUTE SUMMARY REGULAR MEETING OF THE KOOCHICHING COUNTY BOARD OF COMMISSIONERS Held on Tuesday, July 14, 2015; 9:30 p.m. MEMBERS PRESENT: Commissioners Pavleck, McBride, Skoe, Ecklund, Adee MEMBERS ABSENT: None The Board approved the July 14th meeting agenda; approved the minutes from the 2015 County Board of Equalization meetings and the June 23rd regular County Board meeting; approved employment separation of Highway Engineer Technician Wesley Davis and authorized the County Engineer to fill the vacant position; acknowledged the hire of Nathan Heibel as County Land Commissioner; received notice on the temporary hires of Michael Bounds as Sheriff Department Transport Driver and Kalan Schneider for the summer Boat and Water Safety Program; approved payment of the Courthouse claims in the amount of $107,111.95; payment of $325 to the MN State Board of Assessor's for staff licensing; Highway claims in the amount of $74,135.68 and reviewed the June Vendor Payment Listing. . 2015/07-05 Motion by McBride, seconded by Adee authorizing the final payment of $21,724.33 to RTVision, Inc. for the ETimecard System. Voting yes: Pavleck, McBride, Skoe, Ecklund, Adee. Motion carried. 2015/07-06 Motion by McBride, seconded by Ecklund to pay $15,000 from the 2015 County Budget Contingency to the Airport Commission for the County's 2014 budgeted share of the Airport's Hangar Project. Voting yes: Pavleck, McBride, Skoe, Ecklund, Adee. Motion carried. 2015/07-07 Motion by Adee, seconded by McBride to adopt the County-Wide Blood borne Pathogen Protection Policy as recommended by the County Safety Committee. Voting yes: Pavleck, McBride, Skoe, Ecklund, Adee. Motion carried. 2015/07-08 Motion by Skoe, seconded by Ecklund to approve a Fireworks Permit for display of fireworks/pyrotechnic special effects to the Koochiching County Agricultural Association for their annual fair on August 8, 2015. Voting yes: Pavleck, McBride, Skoe, Ecklund, Adee. Motion carried. 2015/07-09 Motion by McBride, seconded by Skoe authorizing Board members attendance to the scheduled meetings for review of the Draft EIS for the Great Northern Transmission Line Project. Voting yes: Pavleck, McBride, Skoe, Ecklund, Adee. Motion carried. 2015/07-10 Motion by Ecklund, seconded by McBride that with state funding awarded for the road project, authorizing the County Engineer to obtain the services of John Vigen for an appraisal to establish fair market value of property that would need to be purchased to accommodate a new road connection from TH 11 to CSAH 20 for the City of Ranier. Voting yes: Pavleck, McBride, Skoe, Ecklund, Adee. Motion carried. 000 The Mar-Kit Landfill Manager met with the Board to let them know the changes that will be occurring with the Landfill Disposal Contract when customers look at renewing services for 2016. 000 The Land Commissioner updated the Board on the County's FSC and SFI annual Forest Certification Audit that was done in June. 2015/07-11 Motion by McBride, seconded by Skoe to approve the Annual Noxious Weed Notice and authorize the Board Chair's signature. Voting yes: Pavleck, McBride, Skoe, Ecklund, Adee. Motion carried. 2015/07-12 Motion by McBride, seconded by Ecklund to adopt the County Prescriptive Road Easement Plan for establishing prescriptive road easements for the County forest roads identified in the plan following a public hearing held on October 28, 2014 and further, that under M.S. 89.715 to record the easements and follow procedure for property owners appeal process as recommended by the County Land Commissioner. Voting yes: Pavleck, McBride, Skoe, Ecklund, Adee. Motion carried. 2015/07-13 Motion by Ecklund, seconded by Skoe that upon receipt of a written request from the Permit Holder to return County Timber Permits #K1183 and K2059 back to the County and to refund the down payment to the Permit Holder due to health reasons, to approve the request under County Policy and the County Land Commissioner's recommendation. Voting yes: Pavleck, McBride, Skoe, Ecklund, Adee. Motion carried. 000 The Board received notice on the hire of Sevon Simon as an Eligibility Worker. 2015/07-14 Motion by McBride, seconded by Adee authorizing the Health/Human Services Director to fill a vacant Case Aide position. Voting yes: Pavleck, McBride, Skoe, Ecklund, Adee. Motion carried. 2015/07-15 Motion by Ecklund, seconded by Skoe to approve the employment separation of Health Educator Lindsi Barnhart and authorizing the Health/Human Services Director to fill the vacant position. Voting yes: Pavleck, McBride, Skoe, Ecklund, Adee. Motion carried. 2015/07-16 Motion by McBride, seconded by Skoe accepting the recommendation of the Health/Human Services Director to move part time Public Health Nurse Rebecca Sheppard to full time. Voting yes: Pavleck, McBride, Skoe, Ecklund, Adee. Motion carried. 2015/07-17 Motion by Adee, seconded by McBride to approve an amendment for the County's Vulnerable Children and Adult Plan to accommodate new Child Protection Funding. Voting yes: Pavleck, McBride, Skoe, Ecklund, Adee. Motion carried. 2015/07-18 Motion by Ecklund, seconded by McBride authorizing the Health/Human Services Director to establish and fill a County Family Based Worker position to support County Child Protection Services. Voting yes: Pavleck, McBride, Skoe, Ecklund, Adee. Motion carried. 2015/07-19 Motion by Ecklund, seconded by Adee authorizing Board members attendance to the Rainy Lake Property Owners Association meeting on August 6th at Thunderbird Lodge in which community leaders are invited to hear a presentation of findings obtained by professional services for better management of water levels to mitigate flooding in the Rainy Lake area. Voting yes: Pavleck, McBride, Skoe, Ecklund, Adee. Motion carried.
