Public Notice ORDINANCE NUMBER 105 CITY OF LITTLEFORK COUNTY OF KOOCHICHING STATE OF MINNESOTA AN ORDINANCE ADOPTING A SCHEDULE OF FEES AND CHARGES FOR VARIOUS SERVICES, LICENSES AND PERMITS FOR THE CITY OF LITTLEFORK, MINNESOTA Whereas, the City Council of the City of Littlefork has adopted a City Code which permits the city to adopt by ordinance a schedule of fees and charges for various services, licenses and permits, Now therefore, the City Council of the City of Littlefork, Minnesota, ordains: Section 1. All fees and charges in effect as of the date of the adoption of the city code for the city shall remain in effect unless otherwise modified by the provisions of this ordinance. All citations below are to various sections of the city code unless otherwise indicated. Section 2. The following are the fees and charges for the permits, licenses and services listed below which are referenced to the section of the city code which authorizes their establishment: Sewer charges pursuant to 51: The fee to connect to city sewer shall be $125 plus the cost of materials. The monthly fee for residential sewer shall be $24. The monthly fee for commercial sewer shall be $24 or one half the water use charge, whichever is greater. The monthly fee for sewer for the Education Center shall be 25% of water charge. The monthly fee for sewer for the Medical Center shall be 25% of water charge. The dumping fee for commercial trucks to dump sewage at the waste treatment ponds shall be $15 each load upon pre-approval of dumping. Water charges pursuant to 52: The fee for not connecting to the municipal water system when it becomes available shall be $2500 plus $100/day after not connecting when scheduled. The water reconnection fee pursuant to 52.33 shall be $25. The water shut off fee pursuant to 52.33 shall be $25. The fee to replace a meter plate shall be $10. The fee to test a water meter at the request of the customer shall be $15. The charge for a water meter shall be the cost of the meter. The fee to replace water valve shall be the cost of the valve. The fee pursuant to 52.51 which must be paid before a water service may be turned on (water meter deposit) shall be $50. The water hook-up fee pursuant to 52.33 shall be $250 plus the cost of materials. The fee for water pursuant to 52.51 shall be $33.75 for the first 1000 gallons plus $5.40 for each additional 1000 gallons. The fee for water for churches, city hall, city community building and municipal liquor store shall be a flat rate of $33.75 per month. (We do not currently meter these locations.) The fee for water when a second meter is needed in one location shall be $5.40 for each 1000 gallons metered by the second meter. The annual water connection fee shall be $6.36. The fee for cash/coin operated water sales shall be $1.00 per 25 gallons (.04 per gallon). Garbage License: The fee for a garbage haulers license pursuant to 50.14 shall be $15 for the first truck, $10 for each additional truck. Animal fees pursuant to 91: The fee for dog or cat license shall be $5. The late fee for a dog or cat license shall be $20. The fee for release of an impounded animal pursuant to 91.05(c) shall be $20. The fee for a franchise fee pursuant to 93.23 shall be $250 per year. The fee for a Tobacco License pursuant to 120.03 shall be $25 per year. Liquor License fees pursuant to 112.55: The fee for an on sale license for the sale of intoxicating liquor shall be $500 per year. The fee for a 3.2 malt liquor off sale license shall be $25 per year. The fee for a 3.2 malt liquor on sale license shall be $25 per year. The fee for a Sunday liquor license shall be $150 per year. The fee for an on sale intoxicating liquor license for a Club is $300. (MN Statute 340A.408) Peddlers and Solicitors: The fee for a license as a peddler or transient merchant pursuant to 113.03 shall be $10 per day or $100 for a seasonal permit. Gambling: The fee for a local permit for lawful gambling pursuant to 116.09(c) shall be $100. The fee for a local permit pursuant to 116.09(c) for Bingo excluded from state licensing shall be $5. Dance Permit: The fee for a permit for a public dance pursuant to 118.03 shall be $20 per event. General Business: The fee for a license to operate a sexually oriented business pursuant to 119.09(b) shall be $1000 per year. Planning and Zoning Fees pursuant to 151.63 shall be: Deck (<30 square ft.) / Fence (<30" tall) $25 Residential Accessory Building (100-900 square feet) $50 Residential Accessory Building (<900 square feet) $75 Residential home $100 Residential Addition $50 Commercial Building $200 Commercial Addition $100 Commercial Accessory Building (100-900 square feet) $75 Commercial Accessory Building (<900 square feet) $100 Conditional Use Permit $150 Variance $150 Rezoning $250 Copy of Zoning Ordinance $10 Section 3: REPEAL. All prior ordinances pertaining to the adoption or establishment of a fee schedule for the City of Littlefork shall be deemed repealed from and after the effective date of this ordinance. Section 4: EFFECTIVE DATE. This ordinance shall become effective January 1, 2017 after its passage and publication according to law.
