2020 Northome Water &
Wastewater Phase 2 Improvements
Sealed Bids for the construction of the 2020 Northome Water & Wastewater Phase 2 Improvements will
be received, by City of Northome, at the office of the City Clerk, City of Northome, 12068 Main Street,
Northome, MN 56661, until 2:00 p.m. local time on September 29th, 2020, at which time the Bids
received will be publicly opened and read. The opening and reading of the Bids may be modified subject
to COVID-19 preventative measures. The proposed improvements generally consist of constructing
water main and services, sanitary sewer main and services, sanitary lift station rehabilitation, sewage
treatment pond rehabilitation, street construction, and restoration.
Bids will be received for a single prime Contract. Bids shall be on a unit price basis.
The Issuing Office for the Bidding Documents is: Karvakko, P.A., 2300 Bemidji Avenue North,
Suite 101, Bemidji, MN 56601. Project Manager is Mike Karvakko, (218) 444-8004, Prospective Bidders may examine the Bidding Documents at the Issuing
Office on Mondays through Fridays between the hours of 8:00 a.m. and 4:00 p.m., and may obtain
copies of the Bidding Documents from the Issuing Office as described below.
Bidding Documents also may be examined; online at and the office of the City Clerk, City
of Northome, 12068 Main Street, Northome, MN 56661, on Mondays through Thursdays between the
hours of 9:00 a.m. and 3:00 p.m.

$115.00 per set which include shipping. Partial sets of Bidding Documents will not be available. Neither
Owner nor Engineer will be responsible for full or partial sets of Bidding Documents including Addenda,
if any, obtained from sources other than indicated above.
A pre-bid conference will be held at 10:30 a.m. local time on September 24th, 2020 at the
Northome City Clerk’s Office, City of Northome, 12068 Main Street, Northome, MN 56661.
Attendance at the pre-bid conference is highly encouraged but is not mandatory.
Bid security shall be furnished in accordance with the Instructions to Bidders.
A Contractor responding to these Bidding Documents must submit to the Owner a signed statement
under oath by an owner or officer verifying compliance with each of the minimum criteria in Minnesota
Statutes, section 16C.285, subdivision 3.
Funding for this work will be through USDA Rural Development, Minnesota Department of Employment
and Economic Development Small Cities Development Program, and the City of Northome. The work
shall be subject to federal minimum wages and labor standards in accordance with the bid documents.
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural
Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and
subsequent statutes mandating domestic preference applies an American Iron and Steel requirement
to this project. All listed iron and steel products used in this project must be produced in the
United States. The term “iron and steel products” means the following products made primarily of iron
or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants,
tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and
construction materials. The deminimis and minor components waiver apply to this contract. The
nation-wide waiver regarding Pig Iron and Direct Reduced Iron applies to this contract.
