The bail for former Ray resident Carl Muggli, who is charged with second-degree murder in the Nov. 26 death of his wife, Linda, was modified Wednesday.

Koochiching County District Court Judge Charles LeDuc agreed to reduce bail with conditions as suggested Monday by Muggli’s defense attorney, Charles Hawkins of Minneapolis.

According to court documents, Muggli has the option to pledge a property bond for a parcel of Ray property he sold for $165,000 on contract for deed with an outstanding mortgage balance of about $80,000.

Muggli must also post an additional unsecured appearance bond in the amount of $500,000, as noted in the document.

Under the terms of this alternative, Muggli will be released to the custody of his sister, Helen Wallander, of the Falls. Wallander will be required by the court to submit a written agreement stating her role in the agreement and agree to allow her brother to stay with her until the final resolution of the case.

The document continued that Muggli will not be allowed to leave Koochiching County without permission, submit to GPS electronic monitoring at his own expense and be monitored by an agent of Arrowhead Regional Corrections.

A June 10 bail for Muggli was set at $1 million without conditions and a $500,000 bail was set with the conditions that he not leave Minnesota unless previously approved by the court and that he check in with a probation officer weekly.

Hawkins requested via telephone Monday that his client’s bail be reviewed stating that Muggli, “is not a flight risk and he is not a risk to the community.”

Koochiching County Attorney Jeff Naglosky, who is prosecuting the case, was unhappy about the decision Wednesday and said, “The judge modified Muggli’s bail over my objection, and I am confident he will be released on these conditions.”

Muggli’s next court appearance is scheduled for 11 a.m. July 25.
