The paper says “too many communities are still investing most of their development dollars and energy in business attraction. While this may have made sense when industry was moving out of core cities to suburban and rural area, and may still make some sense as part of an overall plan – it no longer makes sense as a sole strategy”. So what does that report suggest to do instead?
It “is increasingly clear to us, based on our field work, is that a prime focus on “growth oriented entrepreneurs” is key for today’s changed environment. Growth oriented entrepreneurs are present everywhere and they can be nurtured”.
