Officials at the North Koochiching Area Sanitary District in International Falls declared a sandbag emergency Monday to prevent any influx of water into the bottom of the new treatment plant. Executive Director Tim "Chopper" McBride said should water seep in, it could be "catastrophic," either slowing down the plant's operations or shutting it down completely.
