RANIER — The Ranier City Council Monday adopted a resolution which delegates to Koochiching County the responsibilities of implementing the Minnesota Wetlands Conservation Act.
Mayor Ed Oerichbauer, who could not attend the meeting, forwarded a recommendation from the Buildings, Streets, and Grounds Committee that the full council adopt the MWCA.
Trustee Dan Klocek officiated the council meeting, and agreed with fellow Trustees Brenda Bauer and John Walls to approve motion. They said the only other option would have been to pass the MWCA, but retain local control by training an individual to administer wetlands regulations to residents for the city.
They noted that the resolution could be rescinded if and when the city decided it wants a local expert.
Ed Woods and the Andy and Laurie Hedlund questioned the resolution and wanted more discussion on the options before a vote.
The council explained that discussion was held in committee and at the October council meeting with Minnesota Conservation Officer Darrin Kittleson and Bill Best of the Minnesota Board of Water and Soil Resources.
The council said the discussion led to the decision that the city must pass an MWCA resolution for compliance and liability issues.
Klocek said that regardless of the motion the residents would be liable for wetlands regulations. He said it is in the interest of the city and residents to have wetlands policies in place to help avoid costly violations that would otherwise come to their attention from a conservation officer.
City Clerk Kim Nuthak explained that residents can obtain contacts for county officials who deal with wetland issues at the city clerk’s office, along with other information and referrals on building regulations.
The council approved a resolution for a Midcontinent Communications cable franchise. Midcontinent recently entered into a purchase agreement with Charter Communication and has acquired the Ranier cable system. The motion transfers the existing franchise.
The council approved the October operating statement of the Municipal Liquor Store. The store reported $31,473 in net sales with a $6,172 net profit. The year-to-date net profit reported is $40,409.
In new business, Klocek reported the successful completion of the $22,000 project to replace 360 feet of 12-inch water line.
Walls reported that the city ice rink warming shack door had been kicked in and was in need of repair.
