The Ranier City Council Monday will consider a proposal to increase the levy about 7 percent for 2013.

An agenda is considered tentative until the government body begins the meeting and makes additions or deletions to the proposed agenda.

The $150,000 proposed levy for 2013 set by the council is $10,000 more than what was proposed in 2012. The council must set the preliminary levy in September and may reduce, but not increase it, after that. The final levy must be set in December. 

Also Monday, the council is expected to consider increasing sewer rates from $7 per month to $25 per month effective Jan. 1, 2013.

The proposed increase stems from notification from North Koochiching Sanitary Sewer District that sewer rates will increase to $996 for the city. Currently, the city is billed monthly based on the amount of effluent that is treated. The new charge will be an addition to the monthly amount.

The council is also expected to decrease the annual liquor license fee from $2,800 to $1,500 for the city. 

Ranier also charges an additional $500 fee for Sunday sales and the council will consider reducing that fee to $200. 

The council will also consider amending the city’s cigarette ordinance to increase the fee for cigarette sales from $12 to $38 annually. 

The council is also expected to renew the Joint Powers Agreement with Koochiching County Monday. The two-year agreement will end Nov. 22, and the county board already agreed to extend the agreement to Dec. 31, 2013.
