The Ranier City Council is expected to consider easement appraisals for the Three Points North and Riverside Park water project when it meets Monday.

The meeting is scheduled to begin at 6:30 p.m. at the Ranier Community Building. An agenda is considered tentative until the government body begins the meeting and makes additions or deletions to the proposed agenda.

In order to continue with the project, which will add water lines to the areas of Three Points North and Riverside Park, Krantz Appraisal Firm conducted appraisals on the properties of residents Susan Schnick and Randy Pozniak.

The easement appraisal for Schnick’s property is in the amount of $4,206. The engineering firm miscalculated the square footage of Pozniak’s property and the council is expected to seek a reappraisal.

Also Monday, the council is expected to consider a supplemental letter agreement with Short Elliot Hendrickson Inc.

In April, the council tabled the agreement with the water project’s engineering firm to address questions and concerns concerning the price tag and further procedures with the water project.

The council is also expected to consider resolutions needed in order to move forward with the water project.

The first resolution would provide a $480,000 sale of a general obligation improvement bond for the project. The bond would allow the city to pledge to levy a property tax to meet debt brought on by the water project.

The second resolution would authorize the city of Ranier to enter into a credit enhancement program agreement with the Minnesota Public Facilities Authority. The program will help the city reduce the cost of borrowing for the project. The program provides limited state bond guarantees, which result in higher credit ratings for counties and lower interest rates on general obligation bonds.

In other business Monday, the council is expected to discuss drafting a letter to Ranier property owners of a property tax rebate available due to the 2012 tax increase.

An open forum is scheduled at the end of every meeting to allow the public to address the council on any topic or concern.
