Sandbag emergency

Volunteers help build up a sandbag dike behind the North Koochiching Area Sanitary District facility Monday. Officials at NKASD declared a sandbag emergency to prevent any influx of water into the bottom of the new treatment plant. Executive Director Tim "Chopper" McBride said should water seep in, it could be "catastrophic," either slowing down the plant's operations or shutting it down completely.
